The Wednesday Demonstration began in 1992, nearly two decades before a Japanese-drafted committee on Women in Military Sexual Slavery proposed the idea of the Statue of Peace. More specifically, the Council proposed that a memorial stone be erected in front of the Japanese Embassy in Seoul to commemorate the suffering of comfort women as victims of sexual slavery by the Japanese imperial army. The proposal was realized on 14 December 2011 when a bronze statue was installed in front of the embassy. Kim Young-jong, head of Jongno District, offered design concepts and artwork in the form of a girl instead of a memorial stone. The Peace Statue was designed by Kim Seo-kyung and Kim Eun – Song. It depicts a girl dressed in Chima Jeogori (a modified form of hanbok from the late 19th and early 20th centuries), with small hands and short hair, sitting and gazing at the Japanese Embassy in downtown Seoul.

Japan has repeatedly demanded that the statue be removed, but Seoul, especially the victims, has resisted, arguing that the Japanese government has never officially acknowledged its military’s direct involvement in the comfort women issue. The Japanese government actually acknowledged this in 1992. So far, it has been difficult to prevent vandalism in South Korea as the Statue of Peace has not been designated as a public sculpture. On June 30, 2017, the Busan City Citizens’ Council passed an ordinance laying the legal foundation for protecting the statue. As a result, it becomes difficult to move or remove monuments.
